Prologue Hall - Introduction and Opening by Toms, the Junior Customs Envoy

The modern administrative system known as “Customs” was established in 1854 during the late Qing dynasty. In the 1860s, with the opening of Tamsui Port, Customs offices were set up in Taiwan. From the late Qing period to the present day, Customs has a history of more than 170 years. Even through times of internal unrest and war, Customs operations continued without interruption.
