Cargo Clearance Procedures

Clearance methods are mainly classified into three codes: C1, C2, and C3. ● C1 - Exempt from document review or cargo examination: The fastest clearance method. For very low-risk shipments, the system completes the process in less than one second. ●C2 - Subject to document review: Shipments require officers to verify paperwork but do not need to be physically inspected. ● C3 - Subject to cargo examination: Higher-risk shipments that must undergo physical inspection. ◎C3 is further divided into two types of inspection: ● C3M - Physical examination: Cargo examination officers inspect the shipment by hand. ● C3X - Non-intrusive inspection: Shipments are scanned by X-ray machines, with non-intrusive inspection officers interpreting the images; anomalies are escalated to manual inspection.
