澳門特別行政區是一個地勢低窪的沿海城市，加上受到天文潮的影響，使該地區極易遭受暴風雨所造成的極端沿岸海水倒灌事件的影響。在面對全球氣候變化的情況下，加劇了沿海洪災的危險，隨著海平面上升，內港區成為澳門最高風險區域。隨了要面對海平面上升，澳門同時要面臨有限的土地資源，人口擴張的問題。
以海平面和人口上升都是無法被阻止之下，設立一個時間上的過渡，安置當地受影響的居民和未來人口的住屋問題，在2030、2050、2100年下探討城市空間上的演變和居住上的變化。
基地位於歷史地區側，當有強烈颱風侵襲的時候，該地區受海水倒灌最高淹達2.5m。

基地的角色像是保護整個歷史區的堤坊，不受洪水所入侵，並將受影響的居民往上移。

海水持續上升，因海水潮漲的關係，整個沿岸每天會出現淹與不淹的狀態，設計開放空間，不淹的時候，人們可以在空間中活動，潮漲的時候讓它淹沒，隨着時間流逝，內陸會出現沙灘。又因人口上升，發展住屋模矩化，可以因人口變遷在住宅上疊加樓層。

海平面達到2m-4m，沒辦法再控制水，設計水上住宅，讓社區漂浮在水上，並改變人們的生活方式，可以在水上和地上進行活動。
Macao is a low-lying coastal city, coupled with the impact of astronomical tides, making the region extremely vulnerable to extreme coastal water intrusion incidents caused by storms. In the face of global climate change, the danger of coastal floods has been exacerbated. As sea levels rise, the inner harbor area has become the highest risk area in Macau. As the sea level rises, Macau also has to face the problem of limited land resources but population expansion.
While the sea level and population rise cannot be stopped, we will set up a time transition is established to resettle the housing problems of the local affected residents and the housing problem of the future population, and explore the evolution of urban space and the changing of residence in 2030, 2050, and 2100.
The base is located on the side of the historic district. When there was a strong typhoon, the area was submerged by seawater up to 2.5m.

The sea continued to rise. Due to the high tide of the sea, the entire coast will be flooding or non-flooding every day. The open space is designedWhen it is not submerged, people can move in the space. When the tide is high, it will be submerged. Over time, sandy beaches will appear . Due to the increase in population, the modular development of residential buildings can add floors to residential buildings due to population changes.
