柳川上，吊腳樓聚集了真實的生活、商業的興盛、交通的繁忙。發展需求隱沒了歷史的記憶，依著柳川的脈絡而生的都市規劃系統，現今卻掩蓋柳川的可及性。討論水園環狀道的形成，去實行重要的節點，推廣台中舊城區的古色古香。
藉由在水文和陸運中間穿插生活場景，強化人體感應的尺度變化經驗，實際正視台中舊城區交通困擾、實行理想步行城市和未來的捷運系統網路。精神上，再次邂逅歷史情感的記憶，緩衝了離開或是回歸的行動，給偶過的人，必來的人，歸鄉的人感到療育的機會，提供解決商業空洞化的助力。
台中人假期就往山大坑往海三井，何時回頭看台中舊城最後一塊開放空間，是該繼續服役於商業色彩，還是揮揮衣袖趨向於自由雲彩。
