For the project “But the Water Never Came”, Cheng went through news articles, documentaries, interviews, books, essays…etc. about Treasure Hill, dated between the late 90s and today. She then selected quotations from people who participated in the development of Treasure Hill since Japanese Colonization. The quotations might be from residents who had different opinions, the directors of Department of Cultural Affairs, The Organization of Urban Re-s who helped with the preservation of Treasure Hill, Treasure Hill Commune, a local activist group formed to stop the development, resident artists, directors of the art village…etc. Cheng collaged those quotations from different perspectives and periods of time into a script, and invited four actors who have different relationships with Treasure Hill to mimic the original speakers in the documentaries, impersonating the lines to retell the history of Treasure Hill.
