Bearing the concept of "broaden business divergence of presences, and deepen the local network", the Bank expanded its services to overseas Taiwanese enterprises, and further extended its overseas businesses. In 1973, FCB opened a branch office in Guam, a territory of the United States. At the time, only government-owned banks, such as the International Commercial Bank of China and Bank of Communications in Taiwan’s financial industry had the chance to set up branches overseas. However, as a provincial bank, FCB made an important breakthrough. From 1977 onwards, FCB set its sights on international financial centers, such as Singapore, London, Los Angeles, New York, Hong Kong, Tokyo, and expanded its overseas operations spanning four continents including America, Europe, Asia, and Oceania.
