While Director-General of the Bureau of Foreign Trade, Minister of Economic Affairs, Chairperson of the Economic Development Commission, Mainland Affairs Council Minister, Political Deputy Minister, Premier, and Vice President, his humble and accommodating manner invariably allowed the needs, desires and views of all parties to be heard and discussed during the decision-making process. He also assiduously explained his ideas, difficulties, and expectations to those in opposition to earn their understanding and agreement. His leadership paved the way for Taiwan’s successful transition and reemergence within the international community.
